The high level by-invitation-only conference on Adult Learning, Competence and Active Citizenship gathered some 180 participants in Hanasaari, Espoo, on October 3-4, 2006.
The new educational programmes 2007-2013
On October 25, the European Parliament adopted the Commissionīs proposals for this new action programme in the field of education and training. After long negotations and many turns the programme finally seems ready to roll.

STAR Awards for Adult Learning Projects in Ireland
For the first time ever, a nationwide Adult Learnersī Festival will
take place in Ireland from 22-26 January 2007. To mark this event,
AONTAS - the Irish National Association of Adult Education - invites
nominations for the STAR (Showcasing Teamwork, Awarding Recognition)
Awards for adult learning projects. These awards are kindly sponsored
by FETAC.
Challenges in Implementing Lifelong Learning for Adults
Over a hundred policy-makers, researchers and practitioners joined a policy dialogue on lifelong learning, held in Busan, Republic of Korea, from 28 September to 1 October 2006.

EAEA reacts to the first public presentation of the Communication

Basic education gets sidelined in EU development cooperation
The EU is failing to deliver on its commitments to support education in developing countries. That is the main finding of a new report launched by Alliance2015, a strategic partnership of European non-governmental development organisations, on the occasion of World Teachersī Day.

This is an examination of the wide range of current practice in Learning
Centres in Europe, and of their future prospects. As well as chapters reviewing
the European experience as a whole, it includes contributions from Austria,
Denmark, Germany, Slovenia, Spain and the UK presenting national experiences and
describing distinctive visions for the future.
Publication: Learning Democratically: using study circles
Study circles are groups which manage their own learning, embody democratic
practice, and employ procedures that develop participantsī capacity to become
confident as both learners and citizens, better able to act and take charge of
their own destinies. This book shows how study circles offer an alternative to a
narrow skills-based approach to learning and argues that their potential should
be recognised by both practitioners and policy-makers.

More lifelong learning for adults
MEPs adopted two legislative reports in the field of education. The first report relates to lifelong learning where MEPs welcome the creation of a European frame of reference for key competences offering EU citizens a tool to adapt to an evolving labour market in a knowledge based society. The second report relates to the creation of a quality charter for student mobility. Both reports were adopted in first reading after agreement with Council.
