Bernhard Grämiger

Director of Swiss Federation for Adult Learning (SVEB) (Switzerland)

Nominated by: Swiss Federation for Adult Learning (SVEB)

I am the director of the Swiss Federation of Adult Learning (SVEB). As the umbrella organization for adult learning in Switzerland SVEB gathers 700 members including associations, state and private providers and trainers. SVEB is the main driver of professionalization and quality development in Switzerland and contributes to the development of the adult education system through innovative national and international projects.

As the director, I am responsible for the management and the strategic development of the organization (30 staff members, 4 million Euro budget), I initiate and coordinate innovative national projects and, on the policy level, I represent adult education vis-à-vis the state, the cantons and various national working groups.

I am also responsible for the international work of our organization: on behalf of the State Secretariat for Education, Research and Innovation we monitor and support UNESCO’s Agenda 2030 and CONFINTEA processes in Switzerland, we serve as a link to ICAE and UIL, we participate in numerous Erasmus+ projects and in transfer projects in Eastern Europe (Balkan, Hungary, Romania and Belarus). For the last six years I have been a board member of the European Basic Skills Network (EBSN).

Prior to my current position I have worked in SVEB for more then 10 years as project manager, leader of the development and innovation department and, for four years, as deputy director.

How would you like to contribute to the work of EAEA? How would you like to bring in your experience and expert knowledge in adult education?

My ambition is to contribute as a very active and constructive board member to the further strengthening of EAEA as the main driver of adult education on the European level.

My focus will be on the strategic development of the organization. For this work, I will use my experience as board member of EBSN, where I was responsible for the strategic development of the network, and also my current policy work in Switzerland. I will contribute to discussions in the board based on my professional expertise in various important AE fields such as basic skills learning, quality assurance, train the trainers systems, validation, upskilling strategies, digitalization, migration etc

Finally, my experience as director of an umbrella organization allows me to efficiently support the EAEA Secretariat in the management of the organization. As part of this, I will keep a close eye on finances.

What are your motivations to candidate? Is there anything that you would like to improve or change in EAEA?

As an enthusiast for Lifelong Learning and a convinced European, it is my motivation to contribute to a powerful and financially healthy EAEA, so that it can further strengthen its role as the voice for adult learning in Europe.

The promotion of access to non-formal learning for disadvantaged people, basic skills learning, upskilling, quality and professionalization, improving funding and new trends like digitalization: these should be the top priorities for EAEA in the years to come. Using my professional expertise, I would like to contribute to the appropriate consideration of these issues.

From the perspective of SVEB, who is one of the founders of EAEA and always has supported EAEA in a substantial way, we are motivated to take again responsibility in a more active role. As a multilingual organization in the heart of Europe, we can build a bridge between French, Italian and German speaking countries. Also, we can use our growing network in Eastern Europe.
