Deadline: 30 September 2004

The LIFE programme is the financial instrument for environment which aims to support the development, the implementation and updating of Community environment policy and legislation.

The third phase of the programme (2000-2004) will be extended. The Commission has allocated EUR 317 million to cover the period from 1 January 2005 to 31 December 2006.

LIFE consists of three thematic components:
1. LIFE Environment - contributes to the development of innovative techniques and methods which make it possible to:

  • integrate environmental and sustainable development considerations in land-use development and planning
  • promote the sustainable management of surface and ground water
  • minimise the environmental impact of economical activities
  • promote the prevention, re-use, recovery and recycling of waste
  • reduce the environmental impact of products through an integrated approach to production, distribution and consumption and the development of environmentally-friendly products.

European Union Member States and Candidate Countries have their own deadlines for submission of applications to the relevant national authority. The deadline for National administrations to forward proposals to the Commission is 30 November 2004.
The deadline for LIFE-Environment Preparatory Projects : 13 December 2004. Applications have to be submitted to the European Commission directly.

2. LIFE Nature - actions aiming at the conservation of natural habitats, of wild fauna and flora of Community and (for Candidate Countries only) international interest.

The deadlines for projects: is 30 September 2004 to the national authorities and 31 October 2004 to the Commission. Member States and Candidate Countries associated to LIFE may change the national submission deadline. For further details please contact the national authorities. 3. LIFE Third Countries - contributes to:

  • the technical assistance in the establishment of administrative structures needed in the environmental sector;
  • the development of environmental policy and action programmes in third countries bordering the Mediterranean and the Baltic Sea countries.

Eligible third countries and territories are Albania, Algeria, Bosnia-Herzegovina, Croatia, Egypt, Israel, Jordan, Lebanon, Marocco, West Bank and Gaza, Syria, Tunisia, Turkey and the Baltic shoreline of Russia (Regions of Kaliningrad and Saint Petersburg).

The deadline for proposals to the national competent authorities is 31 October 2004.
The deadline for sending project proposals to the European Commission is 30 November 2004.
