The EU Parliament had lots of small changes in the proposed text, adopted on Oct 25.
The comments and suggested alterarations makes for interesting reading. We will simply point out some tiny details. Obviously we welcome the amendment 65 on article 42, paragraph 3, which keeps the original suggestion for a core-funding posibility for European associations (such as EAEA), and adding the procedure of Call for proposals for the selection process.
The addition of Amendment 6, stating that "A single programme would also encourage better cooperation between the various levels of education" is well placed, and adds a new dimension to the efforts of streamlining EU programmes.
On the other hand, the alterations in Amendment 35 seems to once again exclude the non-formal sector in favour of higher education and enterprises. This, if implemented, would obviously damage the intended increase in adult education mobility in Europe.
Finally a small comment on funding, which comes as the very last issue in the document linked below. While Comenius, Erasmus and Leonardo da Vinci programmes percentages of the budget are all increased, the limit is not changed for Grundtvig, but remains at 3%. While automatic raises are not recommendable, another look at the funding packages and the internal relation between the programmes are surly needed.
